Still out there... WARNING: DANGEROUS STORAGE CYLINDERS by: Rudy Mola The
IAST has been warning
of these "TORPEDOES" for some time. Last
Journal we did an article denouncing these dangerous storage containers, please
understand that these are not cylinders, in fact, they are tubes with end caps
that are actually a component of a WWII torpedo. Clearly stated, this item was
designed to be a bomb that would explode and kill people... it does. As was
demonstrated by the unfortunate incident in the Caymans recently. The Diving Industry has always
sought to be self regulated, if we do not show the concern, knowledge and
maturity to make the right decisions, even when they may prove costly to us,
they will be made for us at an even costlier price. The message is clear, unless
action is taken individually to get rid of these containers, when the next one
explodes, and I say when, not if, I feel we will see the loss or
restriction of self
regulation in the Dive Industry in matters of high pressure gas management,
dispensing, and use. With our actions we have a
chance to prove to the government and the world that the Diving Industry has
the maturity and right to he self regulated. Recently the Industry has
increased it's concern over tank visual inspections, more and more realizing
that tank fill procedures, fill stations, fill operators and VIP's constitute a
greater concern and requires a higher level of proficiency that had previously
been paid. ·
A note for thought: As a hydrostatic re-test facility with over nine years
and thousands of tanks, we have yet to fail our first aluminum cylinder on a
hydro.. .we have failed hundreds on the visual inspection due to corrosion,
tread damage, neck cracks, pits, dings, gouges, fire damage, improper stripping
and painting (using heat), galvanic action, bulges and bows. A hydro test
performed by an incompetent technician can actually increase the hazard of a
cylinder with a neck crack by further stressing it to 5/3 of its normal working
pressure, releasing back to the client a more dangerous piece of equipment
than initially. When
it comes to aluminum cylinders, the visual inspection is of even greater
importance than the hydro test itself. We see the Industry increasing
it's proficiency in cylinder safety through education in Cylinder Inspector
courses and the use of the Visual Plus machine to do a more thorough job of
inspection. In all it adds up to a Safer Industry. Some
of these containers have markings, others have none, if markings were removed,
that makes the cylinder not only dangerous but also illegal.
Some
were recently tested in a hydro facility and all cracked at test pressures (note
picture). These
torpedo components come in 5 ft, 10 ft, and 11 ft X21 in can be identified by
multiple screw holes around the rim which hold the warhead and motor assemblies. These
items were seldom pressurized and used more than once. Please do the right thing and scrap these dangerous containers before someone else is hurt and we will he forced to get rid of them and lose much more in the deal.
